“Lone Wolves”: The Terrorist Organization’s Latest Blueprint for Recruiting News Pages and Social Media Influencers

Far removed from the traditional image long associated with Islamist groups typically confined to beards and flowing robes (jalabiyas) members of terrorist organizations, chief among them the Muslim Brotherhood, have adopted new outward masks behind which to conceal themselves. Therefore, dear Western reader, do not assume the danger is limited to bearded men in traditional attire. Today, it has become commonplace to see an ostensibly open-minded influencer on social media, draped in the rhetoric of liberal thought, who initially engages followers on topics entirely detached from politics or Salafist ideology. Gradually and covertly, however, they begin relaying talking points and directed narratives, whether through subtle incitement or by peddling disinformation under the guise of spontaneity, with the ultimate goal of capturing young minds, clouding their judgment, and hijacking their thoughts.

On another front, news pages frequently emerge hidden behind glittering slogans such as “freedom of speech” and “freedom of the press.” In reality, they conduct ideological subversion by widening the chasm between citizens and their governments, stoking public resentment, and systematically discrediting official state communications without relying on a single credible source or reference. They exploit the everyday economic struggles of ordinary citizens to agitate and mobilize them, using culture and journalism as a shield to mask their hostile intentions. In truth, I see this exact scenario unfolding today in France and across various European nations. Operatives infiltrate these spaces under the banner of freedom without ever revealing their true faces the very pattern we previously witnessed in Egypt.

Consequently, electronic troll farms, bankrolled pages, and social media influencers and bloggers have become primary weapons in the organization’s arsenal as it wages a war for cognitive dominance. Funding for these operations is virtually inexhaustible. The payout to a journalist or content creator for producing a single video or publishing an inflammatory, misleading report can reach up to $5,000 per piece—driving the annual budget allocated to the organization’s media wing into the tens of billions of dollars. These figures and facts are corroborated with documentary evidence by the Egyptian lawyer Dr. Tharwat El-Kharbawy, a former member of the Muslim Brotherhood who defected after uncovering the group’s true nature as an entity fundamentally hostile to culture, free thought, and humanity at large.

To delve into the depths of this organization and expose its inner workings, I conducted an extensive interview with Dr. El-Kharbawy for my Egyptian newspaper, Youm7, examining the vast budget dedicated to co-opting the media. During our conversation, I was struck by the details of their newest strategy, which I share with you now so that you may inoculate yourselves against the malice of these insidious groups: the “Lone Wolves” strategy of the “Digital Brotherhood.” This initiative represents an evolved form of psychological warfare and intellectual terrorism waged through news pages and social media influencers.

Below are excerpts from the interview:

As an expert on political Islamist movements who was once a member of the Muslim Brotherhood yourself, was media control an explicit part of the organization’s strategy? Did you attend specific briefings on this matter?

Yes, I attended numerous meetings where the media portfolio was at the very top of the agenda. The focus was on how to capture the minds and emotions of the Egyptian public by demolishing the image of the state and the political leadership in the eyes of the people. Their strategy was always built on tearing down the opponent before promoting themselves. Moreover, their concept of media was never restricted to the newspapers they published to carry their ideological line; their strategy extended directly into the Egyptian street.

I once attended a private session led by Khairat el-Shater, who was in charge of the media portfolio at the time. He proposed the “Qidrat al-Foul” (Fava Bean Cart) initiative to disseminate the Brotherhood’s narrative by acquiring thousands of traditional street-food carts across various governorates. The plan was to staff these carts with Brotherhood operatives whose sole mission was to speak loudly in front of customers about poverty, unemployment, and state failures. By doing so, they sought to subtly manipulate the collective consciousness, turning a simple street-food cart into a platform for undermining the Egyptian state and entrenching the terrorist organization’s narrative.

Today, social media naturally takes precedence in their blueprint for driving a wedge between the Egyptian public and the political system. This gave rise to the electronic troll farms into which they pour limitless funds.

Do you have information regarding the size of the budget the organization allocates to media operations?

When it comes to the media portfolio in particular, the budget is open-ended; they have never been satisfied and never will be, because they fully grasp how vital this apparatus is for controlling minds and slipping poison into honey. According to the latest information that has reached me, the terrorist organization’s annual expenditure on this sector alone exceeds $6 billion. They maintain social media networks, satellite television channels, and paid media mouthpieces, alongside a new generation of bloggers and young individuals who pose as lifestyle influencers while actively working to destabilize the country.

What is particularly revealing is that I possess documents proving the involvement of a network of treacherous influencers and news page administrators who receive up to $5,000 for every misleading video produced to tarnish Egypt’s image. The more deceptive the narrative and the wider the disinformation, the higher the payout.

Similarly, the demonstrations staged abroad in front of embassies follow a well-known playbook. The participants are paid operatives, receiving anywhere from $1,000 upwards, depending on the role they play.

The group relies on a specific ideological framework to brainwash youth and declare their opponents apostates (takfir). Drawing from your years inside the organization, could you outline its core pillars and deconstruct their religious discourse?

We genuinely need to address this aspect, deconstruct their religious discourse, and counter it with sound logic, because they rely on a specific set of tenets that form the mental blueprint enabling them to control minds. To summarize these foundations, I will outline five critical concepts essential to understanding their ideology and how they deceive and reprogram young minds:

  1. Hakimiyyah (Divine Sovereignty): This is the foundational premise of their entire ideology. It posits that the right to legislate, command, and prohibit is an exclusive attribute of Divinity. In their view, anyone who grants a human entity—whether a parliament or a head of state the right to enact laws has committed polytheism (shirk). Consequently, this doctrine strips all modern political systems and man-made laws of religious legitimacy, framing them as a direct usurpation of God’s authority.
  2. Jahiliyyah (Pre-Islamic Ignorance of Societies): Based on the concept of Hakimiyyah, entire societies are categorized. In their worldview, only one true group remains in the world: the Brotherhood and those who pledge allegiance to it, whom they consider the sole true Muslim nation (Ummah) and the “saved sect.” This ideology holds that all contemporary societies—including Western nations—have reverted to a state of Jahiliyyah (ungodly ignorance) because they do not govern by strict divine law and instead submit to what the group labels the rule of Taghut (tyranny/false idols).
  3. Takfir (Excommunication): This is the inevitable logical conclusion of Jahiliyyah. Because a society lives in Jahiliyyah and rejects Hakimiyyah, it is deemed to have stepped outside the fold of Islam and is therefore declared apostate (kafir). On this basis, they have privately declared the West to be infidels, even if they conceal this stance today because their pragmatic interests align with Western hosts who sheltered them after Egypt rejected them. To them, moderate Muslims and Christians alike are all infidels. Their process begins with excommunicating the ruler (for not governing by their interpretation of divine law), extends to state institutions (the military, police, and judiciary), and culminates in excommunicating the society at large for consenting to this system.
  4. The Inevitability of Clash (Hatmiyyat al-Sira’): Since society is deemed Jahili and the ruling system kafir, peaceful reform is dismissed as futile. They distort Islamic history, arguing that just as the Prophet Muhammad fought the pagan society of Mecca after migrating to Medina, truth (represented by their “believing vanguard”) cannot coexist with falsehood (Jahili society). Therefore, armed or revolutionary confrontation is framed as an inescapable destiny to overthrow reality and impose Hakimiyyah. This doctrine sanctifies violence, rebranding it as “Jihad” to purge the earth of ignorance twisting the truth and exploiting the Quran and Islam in a manner entirely devoid of validity.
  5. Al-Wala’ wal-Bara’ (Loyalty and Disavowal): This serves as a psychological and social barrier governing how a member interacts with the outside world. Absolute loyalty (Wala’) belongs exclusively to the “Brotherhood” or the “vanguard” that represents true Islam in their eyes, while disavowal (Bara’) demands hostility toward and severance from everything outside the group—whether individuals, cultural traditions, or political systems. This manufactures a state of “emotional isolation” that makes the recruit feel like a stranger within their own country, making it easy to direct them into violent confrontation without any social or patriotic restraint.

Let’s turn to the “Digital Brotherhood.” Tell me about this new generation operating under the banner of “Gen Z.”

This terrorist organization is constantly updating and refining its malicious tools. Today, they rely on a new internal cohort they call “Lone Wolves” to target and influence the younger demographic known as Gen Z. They identify and prey upon young individuals experiencing financial hardship, gradually infiltrating their lives and subtly leveraging their personal struggles until the Brotherhood’s ideology takes root. Once recruited, these individuals aresteered toward specific assignments most commonly within the digital sphere. Each operative works independently without direct organizational links to the others; hence the designation “Lone Wolves,” as they operate along separate, decentralized tracks.

As a result, you might come across an exceptionally personable content creator who talks about art, fashion, or comedy to amass the largest possible following of devoted fans. Then, suddenly and without warning, they pivot to criticizing an Egyptian domestic or foreign policy stance, presenting it as a spontaneous personal opinion. In reality, the creator has been trained for this exact moment and is following a strict script handed down by the organization. They use social media and modern digital tools to infiltrate youth circles, claiming that their manufactured dissent represents the collective voice of Gen Z.

Ultimately, we can trace a clear trajectory: street-food carts were once their vehicle for inciting the public and poisoning society, followed by limitless budgets to buy off media outlets and news pages, $5,000 payouts to bloggers for a single deceptive video, and $1,000 stipends to stage protests outside embassies.

Having read this interview, I now pose this question directly to you: Are these the people you wish to entrust with your political, cultural, and artistic institutions? Do such operatives deserve to be embraced and sheltered? How can anyone clasp a viper to their chest when betrayal is its very nature? That is my question to you following these confessions from the very heart of the organization, delivered by a former insider who uncovered its reality and broke ranks. In upcoming articles, I promise to bring you further documented revelations, confessions, and secrets so that you may answer this question for yourselves.
